Rae was on AIS such a long time I suspected it was a ghost signal. But sure enough, she came eventually into view, her 450 horses moving at a snail’s 3 kts.

She was pushing some sectional barges with spuds as cargo.
She was making progress however.

Would Rae 2 perhaps be named after Dr. John Rae of the Hudson Bay Co..
He was the true discoverer of the final link of the Northwest Passage which he found while on the Boothia Peninsula, to the East of King William Island.
Disappointingly it seems the name has been changed from Rae Straight to James Ross Straight. Ross arrived a much later.
Franklin was miles to the North. Lady Franklin did her best to denigrate Dr. Rae, with the help of Charles Dickens.

Robin– Always good to hear from you. I’ve no idea the namesake for tugboat RAE, but Dr. John Rae would certainly be a worthy choice. I’d not known of this explorer, so thank you for putting himont my radar: https://en.wikipedia.org/wiki/John_Rae_(explorer)
