West Bay was built as LCU 1672 Bush Master at Marinette, Wisconsin, by Marinette Marine Corporation, in 1977 for the Army (not Navy, amazingly). It was retired in January 2003 and was based until very recently at Morehead City, North Carolina, operated by the North Carolina Department of Environment and Natural Resources to maintain and create habitat for oysters. West Bay is an oyster habitat sanctuary site. As late as February North Carolina advertised for a master for the vessel but it left documentation in May. I have no idea why it is where it is. My suspicion is the Pelican is its sister, LCU 1671 Catawba Ford, that was retired in November 2002 and sold to the State of North Carolina and converted to an auto ferry in Outer Banks service as Hatteras. It left documentation in February 2008 after a new Hatteras, built 2006 by Steiner at Bayou la Batre, Alabama, took its place. Again, no idea why it is there, either, or what the vessels are expected to do.

Day late, dollar short, but…
Yes, that’s the right WEST BAY (1140429), built by Marinette in 1976. I don’t have any information on where the LCU 1671 ended up, but the PELICAN is a smaller cohort, an LCM Mk 8. Oddly, she was also a product of Marinette. She was the Navy’s 74CM6746, built in 1967. She worked a while for the James River Reserve Fleet as PG 231, then was transferred to the “Commonwealth of Virginia” as a research vessel, and that’s where she got the name PELICAN (1169531).
