That’s true along the Elizabeth River in Virgina. Naval Station Norfolk always has a formidable array, like

lots of patrols and a fence,
T-AKR-5063 USNS SS Cape May,

The other half of Cape May’s barges are up in the James River Reserve Fleet, freeing up her top deck for JLOTS cargo like floating causeway sections, warping tugs etc. Pretty cool ship, and not too bad looking either – especially in her Lykes Lines getup: http://www.navsource.org/archives/09/54/0954506307.jpg
